Converts integer number to ASCII (SignedhexA()) or UNICODE (SignedhexW()) null-terminated string in hexadecimal uppercase format. If number, interpreted as signed, is in the range -16383..-1 (NEGLIMIT+1..-1), prints it as a negative hexadecimal. If string is shorter than 8 characters and first hex digit is a letter, prepends number with zero. Returns length of string, not including terminal zero.
